What is a Community Improvement Plan
North Grenville’s Community Improvement Plan (CIP) includes a suite of financial incentive programs to stimulate revitalization and investment to commercial and residential properties and businesses in the Rideau-Sanders-Prescott district.
How do I know if the CIP is applicable to me?
If your property and/or business is within the CIP district, you may be eligible to apply under the program. Check the map below to confirm if your property/business is in the CIP district and if you are not sure, feel free to contact Matt Gilmer at email@example.com or 613-258-9569 x153 for more information and to confirm eligibility.
What programs are being offered?
The CIP grant program offers the following financial incentives:
A) Façade, Landscape & Signage Improvement Grant Program Application Deadline is Friday, August 11, 2017 for this program
Under the Façade, Landscape & Signage Improvement Program, matching grants (50% to a max of $5,000) may be offered to eligible commercial and residential property owners and businesses within the CIP area for façade improvements, signage development, street front (publicly accessible parts of private properties) landscape improvements, or any combination of these three categories of property enhancement. B) Tax Increment-Based Incentive Grant (ongoing intake with letter of interest)
A Tax Increment-Based Incentive Grant (TIBIG) is intended to provide financial incentives in the form of tax grants to property owners on the Municipal portion of tax assessment for development or redevelopment of properties in the CIP Area that increase property taxes. This program is ongoing so there is no deadline. If you are interested in the program, you must submit a letter of interest to be considered and pre-approved before moving forward with any projects.
C) Brownfields Financial Tax Assistance Program (ongoing intake with letter of interest)
The purpose of the Brownfields Financial Tax Assistance Program (BFTAP) is to provide tax relief to brownfield sites in the Community Improvement Project Area during the rehabilitation period and the development period. It is designed to assist with the costs of environmental remediation. This program is ongoing so there is no deadline. If you are interested in the program, you must submit a letter of interest to be considered and pre-approved before moving forward with any projects.
For the Tax Increment-Based Incentive Grant and the Brownfields Financial Tax Assistance Program, please review the program guidelines first and then submit a letter of interest if you are planning on embarking on a project in the CIP area in the future.
More information on all CIP programs is available by downloading the CIP Program Guidelines. Please note that none of the Financial Incentive Programs are retroactive. You must be approved prior to the start of any work to be eligible under the program.

How do I apply and are there deadlines?

If you already have a project in mind and would like to move forward with applying, feel free to do so as applications are now being accepted. You can download the Façade, Landscape & Signage Application Form. Application Forms can also be picked up at the Municipal Centre at 285 County Road 44, Kemptville if that is more convenient.
The Tax Increment-Based Incentive Grant and Brownfields Financial Tax Assistance Program offer ongoing intake and require a Letter of Interest be submitted prior to moving forward with any projects.
Are there any other financial resources available to support my property improvements?
The Grenville Community Futures Development Corporation (GCFDC) offers a Community Retrofit Loan Program that provides financial assistance to commercial property owners for industrial retrofits, façade improvements and interior and exterior retrofits.
Repayable, non-interest bearing commercial loans, amortized over up to five years. Loans will not normally exceed $10,000.
